Under general direction, to plan, organize, develop, administer, and manage a variety of operations, functions, and programs within the Merced County Human Services Agency; to plan, organize, direct, supervise, and manage the operations, services and programs of a group of assigned units; to review for assigned programs; to develop special grants and proposals; to represent programs, consult with, and advise County officials, local agencies, citizen groups, and community organizations; to act for the Deputy Director of the Human Services Agency is their absence; and to do related work as required.Program Manager is a second level supervisory and first level management position within the Merced County Human Services Agency. It has responsibility for assisting with the general management of a division within the Agency, as well as directing, managing, supervising and coordinating the operations, functions, and services of a group of units within their specific division.
EXAMPLE OF DUTIES
Duties may include, but are not limited to, the following: Assists with the general management and administration of the various programs/services provided in the Merced County Human Services Agency, including fiscal management, facility management, personnel management, and program planning and evaluation.Plans, organizes, directs, manages and coordinates the operations, programs, and services of an assigned group of units within the Division.Has responsibility for selection, supervision, training, development and evaluation of unit staff.Has a major role in the development, administration, and control of the Division budget, including development of proper reports for funding sources.Conducts and/or directs ongoing needs assessment activities to obtain information about the problems and needs of the community, as well as gain feedback regarding the effectiveness of employment services.Performs a variety of studies and analysis to maintain the quality and efficiency of case management activities.Solicits, monitors, negotiates and evaluates contract services.Represents the Human Services Agency with a variety of committees, associations, government agencies, contractors, and groups including liaison to the public.Knowledge of: The functions, policies, programs, and procedures of the County Human Services AgencyRules, regulations, and laws governing the determination of eligibility and funding of public assistance grants.Operating policies and general functions of the State Department of Soc ial Services and State Department of Health ServicesEconomic/business development strategies, program and revenue sources Problems related to economically disadvantaged persons Administrative principles, management techniques and conceptsProgram monitoring, development, and evaluationPlanning techniques for human servicesGrant and contract management of programs and data processing applications for CalWORKs servicesBudget development and expenditure control Public personnel management, including equal employment opportunityAbility to: Plan, organize, direct, manage and coordinate the operations, functions, and programs of a group of units in the Eligibility and Employment Division of the County Human Services AgencyAssist with budget development and expenditure controlProvide supervision, training, development, and evaluation for Eligibility and Employment Division staffInterpret and evaluate laws and regulations related to CalWORKs programsOversee program development, monitoring, and evaluation activitiesDirect the gathering and analysis of information and the preparation of a variety of reportsDevelop and negotiate contracts and other business and financial agreementsEffectively represent the Human Services Agency in contacts with the public, community organizations, service providers and other government agenciesEstablish and maintain cooperative working relationships with those contacted during the course of workESSENTIAL FUNCTIONS Operate a personal computer and other office equipment, including repetitive hand and arm motion.Communicate effectively with others in person and over the telephoneAnalyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reportsResolve conflicts and respond appropriately to complaintsComplete multiple priority projects with conflicting deadlines and under stressful conditions.Maintain confidential information in accordance with legal standards and/or County regulationsTrain, evaluate and supervise staffFrequent use of depth perception, peripheral vision and color perception.Occasionally lift, carry, reach, push, pull, twist and manipulate large and small objects.Frequent use of hand-eye coordination.Frequent use of data entry device including repetitive hand and arm motion. Occasionally lift and carry up to 40 pounds.Normal dexterity, frequent holding and grasping Sit or stand for long periods of time.Regular attendance is an essential function.
SUPPLEMENTAL INFORMATION
EXAMINATION INFORMATIONTRAINING & EXPERIENCE EXAMINATION – WEIGHTED 100% The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate’s knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination. Examination administration and processing time is approximately two weeks and exams will be conducted every two weeks from the opening of the job posting.SPECIAL TESTING ARRANGEMENTSSpecial testing arrangements may be made to accommodate applicants for disability, military, or religious reasons. Your performance in this examination will be rated against predetermined rating criteria. All competitors who pass will be added to the eligible list. Meeting the entry requirements does not assure success in the examination or placement on the eligible list.General Qualifications: Applicants must possess essential personal qualifications including integrity, initiative, dependability, good judgement, the ability to work cooperatively with others, and a state of health consistent with the ability to perform the assigned duties of the class. A medical examination may be required.
